TECNOMEN RECEIVES USD 3.3 MILLION EXPANSION ORDER FROM BRASIL TELECOM

Brasil Telecom has awarded a Convergent Charging and Messaging System expansion
contract to Tecnomen. Delivery is scheduled for the fourth quarter of 2006.

Tecnomen will provide Brasil Telecom with charging and messaging system upgrades
and expansions for its mobile and fixed networks. These expansions strengthen
Brasil Telecom's position and enables Brasil Telecom to diversify its service
offering to customers.

"This expansion is significant to Tecnomen as it deepens the already well-
established partnership between us and Brasil Telecom regarding convergent value-
added services. In addition to mobile services, which are expected to grow
significantly in Latin America in the coming years, strong growth is expected in
fixed network operations as well", notes Oscar Fernandez, Managing Director of
Tecnomen Latin America. He continues, "In addition, due to the high growth in
data traffic, it is strategically important that operators can charge for a
variety of data services using the same platform."

The Tecnomen Convergent Charging solution provides functionality for prepaid and
post-paid billing, charging and rating of voice calls, video calls, raw data
traffic and any kind of content services in both mobile and fixed networks. The
Charging solution has been pre-integrated with network equipment from leading
network vendors, and in addition supports simultaneous use of different bearer
network standards.

The Tecnomen Messaging solution includes some of the most advanced technology on
the market for meeting the needs of mobile subscribers today and tomorrow.
Utilising the modular Tecnomen Messaging solution, operators and service
providers are able to build messaging service packages tailored to suit their
individual requirements, thus providing their customers with the advanced added-
value services required to succeed in today's competitive market.
